Assembly Member Rudy Salas (D-Bakersfield) rallied both Republicans and Democrats to sign a letter that he sent to the chairs of the Senate and Assembly Budget committees, urging more funding for developmental services be included in the 2016-2017 budget.

This is not a political issue. This is an issue that affects all of us and is a perfect example of how we are all working together in our fight for funding for developmental services. Assembly Members Grove, Salas to Discuss Future of BARC
Programs at Press Conference on Friday

Bakersfield – On Friday, February 5, The Bakersfield ARC (BARC) will hold a press conference at 10:00 a.m. announcing the official closure of our BARC On The MOVE and Packaging Departments. Assembly Member Shannon Grove and Assembly Member Rudy Salas will discuss the future of BARC Programs, BARC’s Clients and Staff and the effect of the lack of government funding. The Bakersfield and Kern County citizens are outraged and they are responding in an effort to continue these programs at BARC. Mayor Harvey Hall and other elected officials will also be joining us along with many supporters and other members of the local I/DD community as we define the loss of the first MOVE adult model site on the west coast which is one of only two model sites in the nation. “Due to a lack of funding from the state, 110 Clients and 25 BARC employees will be affected by the closure of these two departments that we’ve struggled to keep afloat for more than two decades,” said BARC President, Jim Baldwin. “Historically, each program has lost anywhere from $300-$500,000.00 per year and we can’t sustain these programs any longer on our own. We need a 10% increase in funding across the board from the state to stabilize the DDS System of local service providers like BARC.”

Other service providers across California are also being forced to close programs due to the state’s decision to deflect funding from the care and programs of Clients like BARC serves. The state has the money, yet year after year they continue rate-freezes and funding cuts.

On Friday, The Bakersfield ARC announced to its employees in both the BARC on The MOVE and Packaging Departments, that due to a lack of funding spanning decades and the lack of support from our non-responsive Governor, we are being forced to close these two departments in the near future. The Bakersfield ARC is NOT closing its doors.
