Jim Baldwin
President/CEOJim Baldwin was appointed President in September 2001, after serving on BARC’s Board of Directors for more than ten years. Under his leadership, BARC’s financial position has improved significantly and he is now implementing plans to transform BARC into the premier ARC in the state. Baldwin has a BA in liberal arts from Oklahoma State University in Stillwater, Okla.
Paula Johnson
Executive Vice President, Assistant Executive Director & Chief Programs OfficerPaula Johnson was appointed in 1999 and is responsible for all client services. She is responsible for regulatory compliance for CARF, NISH, Department of Rehabilitation, Community Care Licensing and Department of Developmental Services. Responsibilities also include community relations, organizational development and maintaining programs within budget. Johnson has a MA in Education/Counseling with a BA in Behavioral Psychology.
Dave Kyle
Senior Vice President/Chief Compliance OfficerDave Kyle has worked for BARC since 1993 in various management positions, including most recently 13 years as the VP/Director of Operations. He has taken on the new position of Senior VP/Chief Compliance Officer, reporting directly to the President. His other responsibilities include Compliance, Training, Contracting, Information Technology and Risk Management. He will also supervise the Director of Operations and the following departments: Recycling and Supported Employment-Group and Individual, as well as federal, state and local government contracting, CARF and DOL compliance and local business contracts. Dave brings over 35 years of operations management experience and has a BS degree in finance from CSU Bakersfield.
William Froning
Senior Vice President/Chief Financial OfficerBill Froning joined BARC as Senior Vice President/Chief Financial Officer in 2009, with responsibility for the organization’s financial operations. Bill received his MBA from California State University East Bay and has over 20 years of financial management experience.
Joyce Myers
Vice President/Director of Human ResourcesJoyce Myers is responsible for personnel administration including safety, drug and alcohol testing and compliance with CAL-OSHA, and represents BARC in any proceedings related to personnel matters. She joined BARC in July 2004 as the Assistant Director of Human Resources and was promoted to Director in July 2007. Myers is a graduate of Bakersfield College and has a 30-year career in human resources.
Lisa Plank
Vice President/Director of Public Relations and Community AffairsLisa Plank joined BARC in 2008 as Vice President, Director of Public Relations and Community Affairs. She is responsible for all aspects of the internal and external marketing of BARC and is the company’s media liaison/spokesperson. Through community education and outreach she also works to increase BARC’s visibility in the community. Plank has over 15 years’ experience in non-profit marketing.
Linda Hartman
Executive Director, BARC FoundationLinda Hartman joined the BARC team in 2004 as Vice President, Executive Director of the BARC Foundation. Her primary focus is to ensure BARC’s financial security through a variety of means, including grants, fund raising events, endowments and planned giving.
A Bakersfield native, Hartman has over 30 years’ experience working with non-profit organizations including many years with the Make A Wish Foundation and she serves on several local non-profit boards.
Mike Grover
Vice President/Director of OperationsMike Grover joined BARC in 2009 and was recently promoted to Vice President, Director of Operations. He has over 17 years of business experience in various industries, including oil, chemical and consulting and five of those years were in the non-profit arena—with the YMCA and public education. He has also served in the US Navy for over 30 years both as enlisted and officer, and in the active and reserve components. His responsibilities include seven BARC Industries including two of the newest departments, the Material Recovery Facility (MRF) and Business Recycling Services (BRS). He will be the project manager for the new Tire Shredding facility that will come on line in the next year. Grover has a BS in Physical Science from the US Naval Academy and an MBA from the University of Redlands.
